Since the Xiamen summit, the “BRICS+” model has continually deepened and expanded, becoming a model for South-South cooperation among emerging markets and developing countries. Last August, during the Johannesburg summit, the “BRICS+” Leaders’ Dialogue attracted the participation of over 60 leaders or representatives from African nations and other emerging markets and developing countries.

This year’s summit in Kazan convened once again for the “BRICS+” Leaders’ Dialogue, themed “BRICS and the Global South: Building a Better World Together.” Leaders from China, Russia, Egypt, Iran, and South Africa, along with representatives from Brazil, India, the UAE, Saudi Arabia, Ethiopia, and 25 invited guest nations attended, as well as six leaders from international organizations, including the UN Secretary-General and the President of the New Development Bank.

In his significant address titled “Gathering the Mighty Forces of the Global South to Jointly Promote the Building of a Community with a Shared Future for Humanity,” President Xi elaborated on the rise of the “Global South” as a crucial sign of the evolving international landscape.

During his remarks, President Xi made a striking assertion that the collective rise of the “Global South” is a clear marker of the changing world order. This concept of the “Global South” encompasses emerging market countries and developing nations, united by their independent political stance, historical mission for development, and common advocacy for justice.

President Xi has frequently addressed the profound impact of the rise of the “Global South” on the international order. In his speech at the closing ceremony of the BRICS Business Forum last August, he emphasized that the collective rise of emerging market and developing countries, represented by BRICS, is fundamentally reshaping the world map. More recently, in February, he noted in a congratulatory message for the 37th African Union Summit that the development of the “Global South” is significantly influencing the course of world history.

At the Kazan summit, President Xi further defined the collective emergence of the “Global South” as a “clear marker of the great changes” in the world, demonstrating his deep insight into international dynamics and historical trends. He asserted that the “Global South” moving towards modernization represents a monumental event in world history and a remarkable achievement for human civilization. However, he also acknowledged that the path to revitalization will be fraught with challenges.

President Xi drew clear connections between Chinese-style modernization and the modernization of the “Global South,” asserting their interdependence. He highlighted key messages from two recent important meetings: the CPC’s 20th Central Committee’s Third Plenary Session, which aimed to advance Chinese-style modernization, and the success of the recent Beijing Summit of the Forum on China-Africa Cooperation, which unveiled ten partnership actions to boost modernization within the Global South.

President Xi also stressed the need for the “Global South” to coordinate as a collective force to build a community with a shared future for humanity, emphasizing three key proposals: maintaining peace for common security, revitalizing development for shared prosperity, and promoting civilizational exchanges for pluralistic harmony.

These propositions align with President Xi’s broader global initiatives aimed at guiding the “Global South” in implementing these initiatives effectively. As he reiterated, the “Global South” must stand at the forefront of promoting a community with a shared future.

In his speech, he affirmed China’s dedication to the Global South, focusing on jointly maintaining peace, driving openness, and contributing to global governance. He assured that regardless of changing international circumstances, China remains committed to supporting the Global South, advocating for greater representation and voice for developing nations within global affairs.

This recent visit to Russia for the BRICS summit marks President Xi’s first trip abroad following the 20th Central Committee’s Third Plenary Session. Over three days, he participated in the 16th BRICS Leaders’ Meeting, held the “BRICS+” Leaders’ Dialogue, met with President Putin, and engaged with leaders from Laos, Iran, Egypt, and India, resulting in a productive agenda.

As autumn unfolds, discussions around the future of BRICS cooperation continue, with the historic city of Kazan witnessing the formidable strength of the Global South.
