Bringing melatonin from the United States into Taiwan may be confiscated if the quantity exceeds the limit.

As modern life grows increasingly fast-paced and stressful, sleep issues are becoming more prevalent. Melatonin is quickly gaining popularity as a remedy to improve sleep quality. In countries like the United States, melatonin is categorized as an over-the-counter medication, easily obtainable at drugstores. However, many travelers from Taiwan who buy melatonin overseas or ask friends to pick it up for them may not fully understand the import regulations, which can lead to legal issues or complications at customs.

Currently, Taiwan maintains strict regulations regarding melatonin. The Ministry of Health and Welfare classifies it as a prescription medication, meaning individuals must receive a medical evaluation and a prescription to obtain it. Unlike in other countries, where it can be freely purchased, this regulation is rooted in concerns for medication safety, ensuring that individuals use it correctly under professional medical guidance.

According to the regulations set by the Taipei Customs Office of the Ministry of Finance, while melatonin is considered an over-the-counter drug, there are still limitations on the quantity that travelers can bring into Taiwan. Each traveler is allowed to carry a maximum of 12 bottles (or equivalent) of any over-the-counter medicine, with a total limit of no more than 36 bottles. If a traveler wishes to bring in more than this amount of melatonin or other over-the-counter medications, they must apply for the appropriate permit.

Travelers carrying excess amounts must apply in advance for a “Personal Use Drug Import Permit” through the Food and Drug Administration (TFDA) website or their online application platform. Upon entry, travelers must declare this excess medication to customs, which will verify the compliance of the items before allowing entry. Therefore, if you plan to carry more than the allowed amount of melatonin, it is advisable to handle the necessary applications ahead of time to avoid potential issues at the border.

In addition to over-the-counter medications, there are specific restrictions for prescription drugs. If you are carrying prescription medications without a doctor’s prescription or relevant documentation, the quantity is limited to a two-month supply. If a prescription is present, the quantity can be based on reasonable use as specified, not exceeding a six-month supply. Moreover, injectable medications must also be accompanied by a doctor’s prescription or proof to pass customs inspection.

For controlled substances, the regulations are even more stringent. Controlled substances are strictly for personal use and must be accompanied by a doctor’s prescription or proof, with the quantity not exceeding what is stated on the prescription and not surpassing a six-month supply. If travelers need to carry controlled substances in and out of Taiwan, they can apply for a “Patient Declaration for Carrying Controlled Drugs” from the TFDA, which must be presented at customs.

In summary, even though melatonin is a common over-the-counter health supplement in many countries, Taiwan has clear and strict regulations for its importation, particularly concerning quantity limits. Travelers should thoroughly understand these regulations when traveling abroad or asking friends to purchase such supplements to avoid unnecessary complications due to exceeding limits or failing to declare items.
