Ukrainian President Volodymyr Zelensky recently addressed the pressing issues surrounding the ongoing conflict with Russia, emphasizing that the current battlefield dynamics create a unique opportunity for peace. Speaking at the Ukraine-South East Europe summit in Dubrovnik, Croatia, on October 9, he expressed optimism about the potential to end the war by 2025. “In October, November, and December, we have the chance to steer the situation toward peace and long-term stability,” Zelensky stated. He underscored the urgency for decisive action to bring the conflict to a close.

While he did not provide specific details on how he envisions seizing this opportunity or why he believes it’s viable, the situation remains complex, with Russian forces currently controlling nearly 20% of Ukrainian territory in the eastern and southern regions.

Zelensky’s call for his allies in Kyiv to show political will and endorse his “Victory Plan” is particularly crucial at this juncture. On October 10, he met in London with UK Prime Minister Keir Starmer and NATO Secretary General Mark Rutte to lay out this strategic plan. The UK serves as the first stop in Zelensky’s whirlwind European tour to promote the initiative, which will also include discussions with French President Emmanuel Macron, German Chancellor Olaf Scholz, and Italian Prime Minister Giorgia Meloni.

Originally, Zelensky intended to explain Ukraine’s upcoming strategies to US President Joe Biden and other Western leaders in Germany this weekend. However, due to Biden’s obligations related to the aftermath of Hurricane Milton, that meeting has been postponed.

Zelensky elaborated on the “Victory Plan” during his talks in Croatia, emphasizing that strengthening Ukraine’s geopolitical and military position is essential before entering any negotiations with Russia. He remarked, “Any show of weakness from our allies will only embolden Putin. In my view, he only understands the language of force.”

In further developments, British media reports suggest that the UK may dispatch troops to Ukraine to provide on-the-ground training. The UK Ministry of Defense reaffirmed its unwavering support for Ukraine and indicated that it continues to collaborate closely with Ukrainian partners to determine the best training strategies.

According to sources cited by The Times, the British military leadership is considering training operations at “discreet locations” within Ukraine. If these plans come to fruition, it would send a strong military and political message to both Russia and other nations, marking a significant step in NATO’s military infrastructure re-establishing a tangible presence within Ukraine.
